Patrick is a Policy Business Lead at The Pensions Regulator. He leads the teams responsible for (mostly) defined contribution pensions policy including automatic enrolment, value for money, saver decision-making, scams, transfers and decumulation. Patrick joined the regulator in 2019 working in strategy and communications roles developing TPR’s pledge to combat pension scams, scams strategy and update to the joint strategy with the FCA.
Before joining the regulator, Patrick was a career civil servant having worked in a number of departments including as Head of Communications at the Law Commission of England and Wales.

Emma Douglas joined Aviva in 2021 as Managing Director of Workplace Savings business, with the accountability to deliver the best possible outcome for over 4 million customers/members and their £95bn of assets as they save for and access savings in later life. Emma is also the Chair of the Pensions & Lifetime Savings Association; having previously chaired the PLSA’s Policy Board since 2018.
Before joining Aviva, Emma was Head of DC at Legal & General Investment Management, where she was primarily responsible for developing LGIM's DC business and Investment Strategy. She joined LGIM in 2014 from Mercer where she held the position of Partner and Head of Mercer Workplace Savings. Previous roles in Emma’s career include the Head of DC Sales at BlackRock and Head of DC Pensions at Threadneedle Investments.
All told, Emma has more than 20 years of experience in the investment management industry. She graduated from Trinity College, Oxford, and holds an MBA from Manchester Business School via a Women in Management Scholarship from the Guardian.

The Rt Hon Sir Stephen Timms is the Member of Parliament for East Ham. He is also the Labour Party's Faith Envoy. He was the Shadow Minister for Employment from 2010 until September 2015 and previously sat on the Exiting the European Union Select Committee. He currently chairs the Work and Pensions Select Committee and is also the Prime Minister’s Trade Envoy to Switzerland and Lichtenstein.
Stephen became an MP in 1994 and held a number of ministerial posts under the previous Labour Government including Chief Secretary to the Treasury and Financial Secretary to the Treasury. Before entering Parliament, Stephen worked in the telecommunications industry for fifteen years, first for Logica and then for Ovum. He managed Ovum's telecommunications reports business until his election in 1994.
Stephen is also a member of the Ramblers Association and the former Chair of Christians on the Left.

Partner and former Pensions Minister , LCP
Steve Webb was Minister of State for Pensions between 2010 and 2015. During that time he implemented major reforms to the state pension system, oversaw the successful introduction of automatic enrolment and played a key role in the new pension freedoms implemented in April 2015. He was awarded a knighthood in the New Year’s honours in 2017.
Following his time in Parliament he worked for Royal London for four years before joining LCP as a partner in 2020, where he has campaigned successfully to secure £1.5 billion in backpayments for over 230,000 people who had been underpaid state pensions. More recently he has been working on supporting trustees to prepare for the implementation of pension dashboards, and is working on how to secure the best possible post-retirement outcomes for DC pension savers.
